Quincy is the mayor/prime minister of Glitch City.
Background
Quincy is the current administrator of Glitch City, but the general public opinion on his is very low, as he often makes ridiculous laws (like prohibiting people on wearing socks with sandals or passing down anti-earthquake policies despite the city being very far away from seismic zones) and generally makes a fool of himself in public.
According to Stella, Quincy is just a puppet ruler with no real power, having been set up by Zaibatsu Corp. to avert attention from whatever underhanded dealings they have at the moment.
